The International Rules in this book were formalized in the Convention on the International Regulations for Preventing Collisions at Sea, 1972, and became effective on July 15, 1977. The Rules (commonly called 72 COLREGS) are part of the Convention, and vessels flying the flags of states ratifying the treaty are bound to the Rules. The United States has ratified this treaty and all United States flag vessels must adhere to these Rules where applicable.
These Rules are applicable on waters outside of established navigational lines of demarcation. The lines are called COLREGS Demarcation Lines and delineate those waters upon which mariners shall comply with the Inland and International Rules. COLREGS Demarcation Lines are contained in this book.

Quality of print is disappointing compared to other publication of similar USCG content. The font being used appears almost blurry on many pages and is very light. The pages are not really pressed flat and are wavy, and the covers also not flat. I returned the first one I received thinking it was an issue with this particular copy, but the next one also came in the same shape. The green print on cover for the update date makes it look no professionally printed, in particular the non consistent abbreviation between "Oct." and "Sept". There is already an update date from the USCG printed across the bottom corner, so this green message printed on cover and added by publisher is not needed. The positive is that this is the latest and updated version, which is difficult to find, but disappointed in the quality and appearance.
It’s a no brainer. You have to have one aboard. You should review it regularly. Helps you to be a better educated mariner.

If you need to obtain or renew your Merchant Mariner Credential, you need this book. All Coast Guard required testing questions for navigation rules & regulations are taken from this book. Make sure your's is the newer amended publication.
This is a really good read for anyone, especially a recreational sailboater. Because in my experience most of you do not know these rules.
